Stephen R. Whalley ACII
Area Senior Vice President
My career has always been connected with insurance, as a wholesale Lloyd’s of London broker, and now as a retail broker in the United States of America. I have always been fascinated by the complex nature of risk and the part that insurance plays to help grow economies around the globe.
I have a broad based experience, with expertise in energy, marine and aviation insurance fields, with extensive experience in developing complex insurance programs, including Construction All Risks for major onshore/offshore projects, Pipelines, Property, Operators Extra Expense, Hull & Machinery,
Protection & Indemnity, Power & Utilities, Mining, Cargo/stock throughput and all classes of casualty lines, both onshore and offshore. Insurance has been both proportional and non-proportional, experience in working for national companies, through government agencies and or through mandated insurance and reinsurance programs.
As examples of global experience, in Ghana, I was instrumental in setting up the Kosmos Energy insurance and reinsurance program, working with Ghana government entities, following the Jubilee field discovery. In Dubai, I had the job of overseeing the construction of rigs for an offshore drilling company.
In Tokyo, following the Fukashima nuclear disaster, I made renewal presentations at the headquarters to show solidarity and compassion.
I have developed people skills through my international experience and have a desire to drive growth in new relationships, helping to integrate and further relationships within our Gallagher Global Network partners. With multicultural insurance experiences comes the ability to use that broad perspective to
work with differing cultures and backgrounds and be sensitive to other people’s way of transacting business and is a valuable asset in ensuring satisfaction for all parties.
Area Senior Vice President, Arthur J. Gallagher & Co.
Houston, TX, from 11/2011 to present
My primary focus is on energy and marine related business. This includes mining, power and utilities, upstream and midstream energy companies. In addition, I work with major servicing companies in the energy sector both upstream and downstream. I have developed unique user friendly sales tools and client specific facilities that provide a solution to recurring need. This has driven both organic growth and attracted new client business, year on year. I lead the energy and marine team in Houston and have helped the team grow both in size and in knowledge.
Senior Vice President, Lockton Companies
Houston TX, from 08/2008 to 11/2011
The primary role was a senior account executive in the upstream and midstream sector. Direct client contact at c-suite level. I developed revenue streams through new business production, while maintaining and growing existing accounts. In addition, I was instrumental in building the new aviation
division in Houston.
During my tenure, I was promoted to team leader within the energy and marine department, with responsibility to roll out and implement a new strategy to realign existing roles and provide career paths for over 60 staff members with varying skill levels. This was an extensive and not always popular reorganization, however, it was needed to drive the team to the next level.
During my three years, I was required to travel extensively with and on behalf of clients, to locations in the USA, London, UAE, Ghana and Japan. These were tense times in the insurance market dealing with two major hurricanes and the largest oil spill disaster in the Gulf of Mexico, and all the time ensuring
that global risks were serviced and insurance needs addressed.
Vice President, Marsh UK Ltd, London & Senior Vice President, March USA, Houston TX, from 01/1998 to 08/2008
I joined Marsh UK with primary role in servicing the Angolan clients. This was a combination of energy, aviation and marine exposures, primarily reinsurance into the London market. In 09/2001, I transferred full time into the energy division in London. I developed the first terrorism market facility in London for
the energy sector following the 9/11 terrorist act, developing the grounds for the modern day terrorism industry. As a thought leader, I was seconded into the casualty team, and went on to develop several large revenue streams, earning in excess of $15 million commission revenue in four years, which was
unique. I was required to train new brokers, many of which have gone onto develop careers in the underwriting and broking fields and are still active today. In 2006, at my own request, I was transferred to the Houston office to support the US retail division that had suffered a loss of employees and needed a backstop for both energy and marine business. This worked and in less than two years, I had developed new revenue stream with over $3 million in commission revenue, in both energy and marine, with focus on oil majors, and using the contacts that I have in the London market. This was my initial
introduction to the USA retail space.
Assistant Director, Jardine Glanville/Lloyd Thompson/JLT London,
10/1987 to 10/1997
Jardine’s went through a period of growth and acquisition in various forms, ultimately arriving at JLT. I was approached to join them, despite having been at my prior company two years. During this time, my focus was on both energy and aviation risks, primarily in Asia, Africa and Australia and supporting the team in the USA. I was required to travel extensively during this time and developed new revenue stream and new products to face the challenges at that time. Towards the end of the tenure, my focus
became split between USA and Angola, with more emphasis on the energy sector.
Assistant Director, Cayzer, Steel & Bowater London from 10/1985 to 10/1987
I was recruited to work on existing accounts reporting to the managing Director and develop new business. When I joined the commission level was a little over $2,000,000 and when I left to join Jardine, the revenue had climbed significantly and was a little over $6,000,000.
Broker, Fenchurch Group Brokers London, from 03/1979 to 10/1985
I was approached to join Fenchurch, and my role was exclusively focused on aviation products and airports business emanating from the USA. I was part of a team that was instrumental in developing specialist coverage for US domestic airports and aviation products manufacturers. We grew the account
from one airport to over twenty five in less than three years, with commensurate commission revenue. In addition, I was an integral part of the US products team and represented manufacturers products into the London market – aircraft manufacturers Piper, Cessna, Lake, Beech, and aerospace products for Morton Thiokol. This strategy was unique and saw revenue increase from thousands of dollars to multiple millions in five years.
Extraordinary growth years combined with extensive and extremely large losses helped shape my ability to deal with success and catastrophe in equal measure.
Broker, Furness Holder Reinsurance/Alexander Howden and E W Payne/Sedgwick London, from 10/1976 to 03/1979
I stared as a trainee broker in the Lloyd’s of London market in the marine division, placing facultative and reinsurance business into Lloyd’s and company markets. The market went through a fundamental
change during 1976 to 1979 and this gave opportunities to work at several broking firms and in different fields. I made the decision to go into the aviation market, settling on a specialist company that at the time was about to develop an aviation products account in the USA, which interested me.

I am sensitive to the needs of others and I find innovative solutions to complex problems, adding value and helping my clients grow their business. My career has allowed me to experience and embrace many cultures and develop awareness, by learning customs, being able to reach across boundaries, either through language or by demonstrating knowledge that builds trust. I am comfortable in dealing with governmental agencies, whether they are in Africa or Asia and have dealt with companies at the highest level, negotiating with underwriters both in London and the USA, or elsewhere as required, and I am confident in my own capabilities and social skills which in turn translates to building a strong business relationship over many years.
